                          Minutes for meeting  - Wednesday 13 May 2009 at 7pm in the School

Venue: Cockburnspath Primary School

Present:
John Hay (Chairman), Clifford Bertram (Vice Chairman),Tom Dean (Secretary), Angela Brading (Treasurer), Marnie McGregor, Jean Virtue, Kate Tulloch, Peter Hood, David Arnott Councillor David Raw, 2 members of the public and as observers 3 members of  Community Windpower Ltd (Aikengall Windfarm). Also a member of Torness CNC police was attending.

Police:
CNC attended to answer any queries arising, there were none and they left.
The police did not attend due to other commitments but had given answers; over the phone; to questions raised last month
1 - Any result on the investigations into the  recent break- ins at the Post Office and nearby house; nothing to declare to date.
2 -  A1 shutdown email which was sent to the `point of contact officer` for consideration. This was considered but as this type of event occurs infrequently (in this area) it would not be adopted.
3 - With the Gala coming up Clifford Bertram asked if the police could be present whilst the road walk round the village took place – they would attend if there  was no other priority; Clifford will contact them nearer the date..
4 – Kinnegar Quarry – Lorries from Cockensie Power Station carrying ash for land reclamation are causing some problems when passing thro` the village – Some lorries have adopted the suggested route changes (but not all) and so far no police supervision on their speed through the village has occurred.

SBC - Museum service appeal for photographs of Berwickshire – any items for submission to this exhibition  would be
           welcome.
           Community Councils Insurance Cover – This is general cover for next 12 months. There was an error on the
           certificate which was notified to SBC, this will be corrected.
           Scottish Government's Town Centre Regeneration Fund – only nominated towns would benefit, these of course
           did not include Cockburnspath.
           Code of Conduct for Community Councillors – now in place.
           Floral Gateway Competition 2009 – village not entering this year.
           Awards for Bridging Cultures – no nominations for this award.
SBCCN – April Newsletter – latest update.
BCCF – AGM (21st May)– The secretary may attend along with the vice chairman
Halcrow Group - SBC GREEN SPACE – Consultation – no comments on this to date.
Councillors - M.Cook - New way of contacting SB Council – a new number to be introduced and publicised soon.
                                       New Community Safety Unit – details given in email and also circulated to other members.
                                       Water quality – notification of an incident which has now been resolved.
                                       Planning Matters – these changes are still not finalised but the result is hoped to be a speeding
                                       up of the process.
                                       Drone Hill Windfarm  – Traffic Management problems – see comments below in AOB.
                       D. Raw – Lorries in Cockburnspath – see comments under police item 4
                                       Cockburnspath/Grantshouse Toilets – Upgrade to Copath confirmed and notification of closure
                                       at Grantshouse toilets due to in appropriate activities in the area.
                                       Coldingham Moor(Drone Hill) Windfarm Construction proposals – see below under AOB
                                       The Old Coastguard Lookout Cove Road – A privacy screen is to be erected.
                                       Station Yard House Enforcement – A meeting was held at the site with the officer who will
                                       contact the occupiers to resolve the issues.
                                       Cove Toilets – Not likely to be provided but a sign could be placed to inform of the nearest
                                       facilities.
ASCC – SBC Community Council Funding Review – no volunteers for this.
              Call For Evidence – to late now to submit comments
              ASCC Appoints National Development Officer – Information only
CaFE – April Update
RAF – Flying Exercises – 11-22 May – Notice posted in community board.
Community Justice Authority – Information only
Community Windpower Ltd – email from this company requesting to attend our current meeting to present proposals on an enlargement of the current Aikengall Wind Farm. Secretary suggested they come to the June meeting because the Drone Hill discussion due in AOB and they agreed to this. They attended this meeting as observers.
Torness LLC – The secretary attended this meeting and all information is to hand for any member.
SUP – Newsletter - latest information.
Jim Clark Rally – Information received which will be placed on the notice board.

Planning Matters:
Application for Anemometry Mast – application has been passed.

Any Other Business:

Chairman
1 – Toll View -Cllr Raw was asked about the likely hood of the 30mph limit being extended to before the entrance to Toll
      View. He answered that it came under SBC Technical Services which was undergoing changes just now and that it
      was included in Cllr Fullartons` Portfolio so approaches should be made through him.
2 – Cove Footpath – Had any improvement been made yet? David Arnott and Peter Hood said there was some but
      more work was needed.
Cllr Raw
1 – As all Scottish Council finances will be reduced yet again next year so all budgets will be under increased pressure.
2 – Technical Services Dept. is awaiting the appointment of a new leader and is being run by an interim Director.
Jean Virtue
1 – School Head Teacher Hugh McAleese – retires in June after 26 years at the school, do the Council think a presentation should be made to mark this event. All agreed with this and Jean  and Angela would look into it. Also Cllr Raw added that at SBC HQ an exceptional report on the School will be presented with an acknowledgement to Hugh for his achievements.
2 – Southern Upland Way; Lack of end/start of route facilities. - it would appear that some walkers are still not aware that hotel/cafe facilities do not now exist at Copath. Jean would willingly provide refreshment if pre-warned of a parties arrival and thinks that any tourist information should updated. Cllr Raw would raise the issue with the SBC Tourism unit.
3 – Callender Place Fence repairs – no action yet, Cllr Raw will progress.
Secretary
1 - Community Windpower Ltd – The Church Hall heating funding application has been amended and re-submitted as a much larger renovation is now required.

Coldingham Common (Drone Hill) Windfarm – Traffic Management Proposals(TMP)

Cllr Raw presented a set of  maps which covered the access routes ( including A1107) to the site of the wind farm.
2 members of the local community presented their concerns about the use of the A1107 during the construction period.
In addition  letters were presented from another member of the public and Cllr Cook ( both not attending) which were summaries of further concerns aired at a public meeting recently held at Coldingham.
After extended discussion Cllr Raw offered to organise a public meeting for all affected parties.
