MINUTES FOR MEETING OF 11th January 2006 .
VENUE: Cockburnspath Primary School.
1. PRESENT: John Hay, Clifford Bertram, Angela Brading, Fiona Deeming,
Peter Hood, Jean Virtue, Marnie McGregor, Tom Dean,
Councillor John Elliot (Duns and District North SBC), Pc Jamie Stewart.

the community.

2. ADOPTION OF MINUTES OF 14th December 2005
2.1. Minutes discussed and accepted
3. POLICE MATTERS:
3.1. It has been reasonably quiet. Except 2 thefts from cars at Ecclaw,
and 2 road traffic offences.
3.2. Speeding: It was brought to attention that there was still cars
speeding through the village
3.3. The Community council and the police would like to encourage individuals
that have been a victim or have witnessed any
criminal activity to report it to the police immediately.
4. PRESENTATION BY IAIN GAUL, ON POSITION OF PRESENT and PROPOSED DEVELOPMENTS.
4.1. DUNGLASS SITE
Consent granted last August for 45 houses.
One of the Conditions attached to the consent states: "prior to the
development commencing confirmation is required that
a connection to the public drainage system can be achieved'. Confirmation
has now been received from Scottish Water that
the work currently being carried out to the treatment works will provide
the capacity required for the new housing. However,
we await confirmation from SW that the infrastructure, (pipes, pumping
station etc.) can accommodate the new housing.
The engineers appointed by Caledonian Scottish Developments Ltd have
been working on the roads and internal drainage
design and this work is nearing completion. (This work is required
to obtain a Roads Construction Consent and this consent
is required before work on site can commence).
SOUTH SITE
The planning application for this site is still being considered by
Borders Council. Changes since the last Community Council
meeting attended by myself include the introduction of 4 smaller houses
and land allocated for a further 4 affordable houses.
This has required the introduction of a further access road from the
old Al.There are two outstanding issues which required to
be addressed: they are the legal mechanism for delivering the affordable
housing and some level information requested by
the Planning Department. This information is currently being prepared.lain
then Introduced Robin Holder and Michael MacAulay.
5. PRESENTATION OF OPTIONS FOR DEVELOPMENT WITHIN THE LOCAL PLAN
5.1. The presentation consisted of a slide show and discussion around
the potential site for development in Cockburnspath
(within the recent local plan), and two others which Caledonian Scottish
Developments wish considered. A hard copy of
the presentation was handed out.
5.2. It was decided that no action could be taken on this presentation
without a full public meeting, this was arranged for
7pm on 20th January in the village Hall.
6. LETTERS
6.1. NHS Borders: Kate Tulloch to be present at the next meeting to
discuss "Modern Health Service in the Borders.
6.2. BHA Bulletin, and calendar received .
6.3. BCC Forum: Notification of next meeting, 23rd Jan 7pm.
