MINUTES FOR MEETING OF 10th MAY 2006 .

VENUE: Cockburnspath Primary School.

1.1. PRESENT: John Hay, Clifford Bertram, Fiona Deeming (Minutes Secretary), Angela Brading, Matt Deeming. Peter Hood, Jean Virtue, Marnie McGregor, Tom Dean, Kate Tulloch. PC’s Sutherland and Aitcheson, (Lothian and Borders Police)
1.2. Apologies: Councillor John Elliot (Duns and District North SBC).

2. ADOPTION OF MINUTES OF 12th APRIL 2006
2.1. Minutes discussed and accepted.

3. POLICE MATTERS.
3.1. No reports from the L&B police, but it was brought to their attention that a window in the village hall had been broken and broken bottles had been found to the rear of the hall.
3.2. Also due to parked cars at the bottom of the village a large agricultural vehicle had great difficulty travelling through the village.
3.3. The PC’s repeated that incidents as the above should be reported as and when they happen, as no action can be taken otherwise.
3.4. The smiley face speed reminder that was fitted at the top end of the village was taken down after four days, allegedly due to complaints. Members of the community living near and even opposite the sign said that they saw definite slowing of vehicles whilst this apparatus was in situ’ the community council will make enquiries as to why this valuable piece of road safety equipment was removed.

4. CORRESPONDENCE.
4.1. Letters received.
4.1.1. Letter from Andrew Partridge, regarding public consultation of Scottish Borders core path, planning. Village hall 19th May 2pm to 7 pm.
4.1.2. Letter received from Bob Watt, Karstuan, thanking the CC for arranging to have the hedge clipped.
4.1.3. Received a copy of Lothian and Borders Police annual service plan.
4.1.4. Invitation from Carlisle city council to attend presentation on the TV digital switch over, 25th May.
4.1.5. Notification of Scottish Borders Community Council Network AGM 29th May at 7pm Melrose.
4.1.6. Invite to join Scottish Borders Transport Forum.
4.1.7. Petition against Coldstream hospital closure, completed and returned.
4.1.8. Letter received from John Lamont.
 
 
 

5. PLANNING MATTERS.
5.1. Application for erection of dormer on the house next to “The Birn”

6. ANY OTHER BUSINESS.
6.1. Congratulations to Kate, she has been offered a volunteer place on the Health Council Advisory service.
6.2. Houses at the Railway Station. The community council was concerned that that the SBC has granted planning permission to two large dwellings of two storey’s, with pitched roofs on the site of the old railway yard. When a single storey building with landscaping and trees 250 yards from this site was recently refused permission on the grounds that amongst other things, it would be intrusive. The general thoughts at the meeting were that these two houses would be more of an eyesore than the previously proposed garage, as well as a danger to all, as they are family dwellings positioned as they are, between a railway and a sharp corner on a reasonably fast road.
6.3. Water lying in the meadows, Seems to be receding.
6.4. School road sewage overspill. The drains have been worked on, we wait for first heavy rain to test it out..
6.5. The fence in Callander place is still there, John to investigate.
6.6. There appears to be a damp patch on the road next to Miss Radcliff’s, could it be a water main leak? To be kept an eye on.
6.7. A request was made that more car parking be made available in Crofts Road. John to check with SBC.
