VENUE: Cockburnspath Primary School.
1. PRESENT: John Hay, Clifford Bertram, Angela Brading, Jean Virtue, Marnie McGregor, Tom Dean, Peter Hood, Kate Tulloch, Fiona Deeming (Minutes Secretary), Councillor John Elliot (Duns and District North SBC), PC (Lothian and Borders Police Force), Ken Underwood, (Village hall committee), 3 members of the community.

2. ADOPTION OF MINUTES OF 13th September 2006
2.1. Minutes discussed and accepted.
3. POLICE MATTERS.
3.1. The main Incident of the last month was the theft of a wheel-less
2 ton generator from the Cove waste water works.
3.2. With the price of scrap metal rising, there are a lot of thefts
of road signs and copper strip from the likes of masts etc.
3.3. With a regard to commotions within the village, the official line
is: Please phone and report the incident to the Police. With regard to
a recent incident Police attended but there were no official complaints.
If the attending officers do not witness the incident themselves they will
be looking for official complaints and statements in order to proceed.
4. MATTERS ARISING.
4.1. Hedge between toilets and the School has been cut, and John Has
written to David Rennie and Co thanking them.
4.2. Grass cutting. Still a mess after cutting, grass strewn all around
the Village. The Churchyard has wet clippings all over the paths and even
a kerb has been damaged. Marnie and John met with Mr Hutchison SBC, who
was not best pleased with the state of things. Mr Hutchison is due to get
back to Marnie at some point.
4.3. Crofts road junction road surface breaking up. John met with Tony
Lane. Work is in hand, awaiting feed back.
4.4. Tom had already circulated, with the agenda, reports from various
meetings he had attended in the last month: Community Action For Energy
(CAFE), BCCF & Environmental Group & Scottish Borders Community
Councils Network seminar. Also attached to the Agenda was summary of a
reply he got from Scottish Water re; Cove Waste Water upgrade, which he
then explained to the Community Council.
5. LETTERS
5.1. SBC Speed limit revue. Consultation, document received, one of
the suggestions is that the old A1 up towards Toll View to have a 30MPH
limit extended.
5.2. Street signs. John received a letter from Lisa Hodge with an example
of a wooden “finger post” which is what is proposed for the village. The
council rejected this proposal, as being ok for a country footpath but
no good for the centre of the village. Metal signs are required if the
money spent is not to be wasted and turned into “kindling”.
5.3. 125 Memorial Association, letter from EEBP. Requesting Community
Council representation at the memorial service in Eyemouth Parish Church
this coming Saturday. Starting at 12:30 in the Church. Tom to reply that
we have own service on Saturday.
5.4. Letter from Eyemouth district twinning association, Invitation
to Annual General Meeting on Wed’ 1st November in The Ship Hotel Eyemouth
at 7 PM. For notice board.
5.5. “Scrutiny Panel” work programme for 2007. Do we have any issues
we wish “scrutiny” to examine in the coming year?
5.6. Donald Spiers, Crystal Rig Wind farm wishes to attend next months
meeting to give an update on the wind farm.
5.7. Berwickshire citizen of the year award. Do we think its a good
thing? Yes (by majority).
5.8. Berwickshire Area Committee meets on 24th this month , at which
both Amey, and Transport Scotland, will be attending. Any Questions. Written
questions to Tom he will email them on. EG A1 roundabout and approaches
need tidied up, and the litter is always a problem.
5.9. Community Council re-training programme ongoing, the next sessions
are Wed 15th November at Newtown St Boswells from 7 till 9’oclock complete
with buffet. Any takers? Apart from Tom!
5.10. Tom has also written to Purely Scottish, no reply as yet.
6. ANY OTHER BUSINESS.
6.1. John had a phone call from the Cockburnspath Gala Committee asking
for support, both financially and physically as there is a shortage of
members. The Council agreed to a £50 donation towards the cost of the display.
6.2. Query over the size/shape of the balcony on the east side of the
Coastguard lookout house at The Cove, John Elliot will follow up.
6.3. Main road up through the village is developing a number of potholes,
John to see about with “S B Local”.
6.4. Kate passed round and explained, a report on, Scottish Health
Council, Local Advisory Committee business. Shelagh Martin of the Scottish
Health Council, Borders, would like the opportunity to explain the about
the SHC at a CC meeting, Would the Dec’ Meeting do? she will get back.
6.5. Coastal Footpath: Apparent agreement with a landowner, has been
withdrawn, so back to square one!
6.6. Could it be Possible for Scottish Water build a public toilet
on the land adjacent to the waste water works.
7. NEXT MEETING: WEDNESDAY 8thNovember 2006; in the school at 7pm. This will also be the AGM.
