VENUE: Cockburnspath Primary School.
1. PRESENT:

Jean Virtue, Kate Tulloch, Matt Deeming, Fiona Deeming, Councillor John
Elliot (Duns and District North SBC), PC‘s Southerland and Aitcheson
(Lothian and Borders Police Force), members of the community.
1.1. Apologies: Tom Dean, Peter Hood. Pc Justin Halford, unable to
attend this month due to commitments, as Schools are just back after the
break, will attend Feb’ meeting.
2. ADOPTION OF MINUTES OF 13th DECEMBER 2006
2.1. Minutes discussed and accepted.
3. POLICE MATTERS.
3.1. There were no incidents of interest in the Cockburnspath area
since the last meeting. Although some bogus water board workmen had been
operating in the Borders area, If you do get unannounced calls, vehicle
registrations are always helpful when reporting the incident to the police.
3.2. The Community council was grateful for the Hi-visibility patrols
which have been very beneficial in “keeping the peace”.
4. MATTERS ARISING.
4.1. Potholes; still ongoing.
4.2. Road parking; According to an email from the transport people,
there is no problem outside Hay Terrace with regard to parking!
4.3. Hole in the road at 22 Croftsacre; Reported previous will now
NOT be seen to till the next financial year.
4.4. Christmas Tree: It was agreed that it was a great success again
this year, thanks to all concerned.
4.5. Street Lighting Croftsacre / Hoprig Park; further investigation
needed.
4.6. Community benefits from commercial windfarms, SBC consultation;
It appears to the council that the hijacking of future agreements between
local communities and commercial windfarms is being attempted. It was unanimously
agreed that the status quo was adequate and should be continued. At present,
windfarms are providing these community benefit funds for the communities
within a designated area around the farms who they feel are directly affected
by these sites, as opposed to a general levy, for planning approval, to
communities not affected by these developments. Would the SBC ask
the developer of a major housing scheme, in Duns for example, to help fund
a community project in another part of the Borders not affected by the
development?

to this consultation on 23rd Jan ‘07

5.1. Consultation, draft supplementary guidance; For renewable energy
in the Scottish Borders, due 16th February ’07.
5.2. SBC Consultation; Affordable housing Policy requirements, due

5.3. SBC Community Council Scheme; review document.
5.4. SBC Community Council training seminar; information.
5.5. Post office network consultation: due 14th February ’07.
5.6. Leaflet; Amey, Maintaining trunk routes in your area.
6. ANY OTHER BUSINESS.
6.1. Flooding in the Meadows; Matt asked to contact Iain Gaul, as to
drainage.
6.2. Proposed North Sea (coastal) Cycle route; request from SBC, would
Cockburnspath want cycle racks in the village. No objections.
6.3. Barriers; There are still some barriers littering the area, left
from Scottish Power’s upgrading of street lights some 4 years ago.
6.4. 20’s Plenty sign; the sign on the school road appears to have
been located at the narrowest part of the road, even a council lorry needed
to “pull his mirror in” in order to get passed the other day. Would it
be possible to get it moved. JE to look into.
6.5. Lost Consultation document; Matt apologised to the council for
having the document under a pile of “other stuff”.
