MINUTES FOR MEETING OF 13th JUNE 2007 .

VENUE: Cockburnspath Primary School.

1. PRESENT: John Hay, Clifford Bertram, Tom Dean, Angela Brading, Marnie McGregor, Jean Virtue, Peter Hood,  Kate Tulloch, 3 members of the community.
1.1. Apologies: Matt Deeming and Fiona Deeming, Councillor David Raw (Berwickshire East SBC). Lothian and Borders Police, attending accident.

2. ADOPTION OF MINUTES OF 9th MAY 2007
2.1. Minutes discussed and accepted.
3. MATTERS ARISING.
3.1. Bankhead cemetery: meeting with SBC held Ian Lothian, some netting to be repaired, Gate sorted and the shed / hut will be removed.
3.2. David Raw has confirmed to John that street lighting will be erected between Hoprig Park and Croftsacre sometime in the future.
3.3. Quad bikes at the rear of Hay terrace: The new owners of the ground have stated that they intend to fence off the area and any further problems will be dealt with by the Police.
3.4. Proposed Cove Development. We have received no information on the amended proposal Tom and John are both in contact with SBC about this.
 
4. CORRESPONDENCE.
4.1. SBC –Website and internal newsletter. Rather than pay for the village website as at present there is free space available for village websites on the SBC website. More information needed.
4.2. SBC – New Ways keynote speaker event: 29th May.
4.3. SBC – BAC Minutes of meeting held 24th April.
4.4. SBC –BAC Approval of planning application.
4.5. SBC – Agenda for New Council meeting: 17th May.
4.6. SBC – Agenda for Council meeting: 24th May .
4.7. SBC –BAC Agenda for meeting: 29th May.
4.8. SBC – email re: our arrangements with Natural Power – Crystal Rig Wind farm Operator.
4.9. SBC – Structure Plan Alteration – Invite to meeting: 19th June. Tom to attend. Any one else welcome.
4.10. SBC – Agenda for Building & Control Meeting: 28th May.
4.11. SBC – Agenda for Executive Meeting: 5th June.
4.12. SBC – Draft Supplementary Planning Guidance on Replacement Windows: response by 13th August
4.13. SBC – Draft Community Safety Strategy: response to consultation required by 31st August
4.14. SBC – Invitation to retirement reception (Bridget Darling): RSVP by 22nd June. Tom will attend, any one else is welcome.
4.15. Torness LAC – Response to Publication of White Paper On Energy policy.
4.16. BCCF – email invitation to a Bridge Event.
4.17. Finger Posts – email received.
4.18. Jim Clark Rally – email received for comments feedback.
4.19. PC Karen Balfour Awards Ceremony – Invitations received. Marnie and Clifford will attend on behalf of the CC.
4.20. Cockburnspath Toddler Group – Application for funding – Bonfire night. Proposed £50, and agreed.
4.21. RAF Flying Exercise – notification received.
4.22. John Lamont MSP- Letter received. He will be attending next months meeting.
4.23. Euan Robson –  Reply  to the letter Tom sent. Thanking us, and saying that he had enjoyed his time as an MSP.
4.24. MacMillan Cancer Support- Coffee Morning. As there are a number of extremely successful Coffee mornings in the area Cockburnspath support those. A sponsored walk, however, has raised over £5000 over the last few years.
4.25. The Meadows flooding, and Cove development: Email received from Iain Gaul and circulated. Iain Gaul to be emailed back with the community councils thanks for all his input.

5. REPORTS.
5.1. SBC – Community Councilor Equality Training. Tom has a copy of the presentation should anyone wish to peruse.

6. ANY OTHER BUSINESS.
6.1. Crystal Rig Community Fund: Church Hall committee, submitted a request for funds to help pay towards tarmac being laid from the gate up to the main door, the total quote is £2,410.80 + VAT. After some debate, £1,500 was agreed unanimously.
6.2. Cove Road hedge: a request was received from a member of the community, to get the hedge clipped. It may be the wrong time of the year, with the birds nesting, but John will contact SB Local.
6.3. Dangerous cycling: It has been noticed that the path down past Sparrow Castle seems to becoming a race track for youngsters on bicycles, any one not as sprightly as they once were, would find it difficult to get out of the way of these young racers. At least one parent has been contacted.
6.4. Scottish Health Council: Kate has some updates on various issues; What to do if your unhappy with your GP and  Information on Gender  Equality. The NHS Borders review is under way and partially complete.
6.5. Verges along Pease Bay road: Peter will contact SBC to tidy up. Also along the old A1 needs looked at.
6.6. 19 Callander Place, trees to be felled, and general tidying up: this had been promised, a year or so ago, it was too wet then!!!!. John will investigate.
