MINUTES FOR MEETING OF 11th JULY 2007 .

VENUE: Cockburnspath Primary School.

1. PRESENT: John Hay, Clifford Bertram, Marnie McGregor, Jean Virtue, Peter Hood,  Kate Tulloch, Fiona Deeming, John Lamont,(MSP for Roxburgh and Berwickshire),  Councillor David Raw and Councillor Jim Fullarton  (Berwickshire East SBC), Pc Aitchison (Lothian and Borders Police). 5 members of the community
        1.1. Apologies: Angela Brading, Tom Dean, Matt Deeming.

2. ADOPTION OF MINUTES OF 13th JUNE 2007
        2.1. Minutes discussed and accepted.

3. POLICE MATTERS.
         3.1. Three incidents this period:
            3.1.1. Vandalism to the public toilets; Being investigated.
            3.1.2. “Slip in” theft at a local farm; Under investigation.
            3.1.3. Vandalism at local farm following confrontation with illegal pheasant shooters; Under investigation.
         3.2. The members also mentioned other items, which turned out to be unreported, Pc Aitchison took details.

4. MATTERS ARISING.
        4.1. Karen Balfour Award ceremony; enjoyed by all.
        4.2. Meadows Flooding; digger in situ and water level receding.
        4.3. Crystal Rig Community fund; paperwork away to Donald Spiers.
        4.4. Cove Road hedge and various verges; SB Local contacted, John awaiting phone call back.
         4.5. Trees at 19 Callander Place; awaiting reply from housing association.
         4.6. Designing out crime: comments, passed on.
         4.7. Bus Shelters; the two new bus shelters are now installed.
         4.8. House in Station Yard; is the section of fencing that was removed for the building phase, going to be replaced. We will wait and see for now.

5. CORRESPONDENCE.
        5.1. Macmillan Cancer Support; Reply, they would like either to visit and talk to either the Community Council or the SWRI, CC thoughts, SWRI would have
               a bigger scope of audience, Jean to liaise with Tom.
       5.2. SBC – Public Consultation on Proposed alterations to the Lothian and Borders waste plan, two copies received, for circulation. Jim Fullerton gave a
              general description of the three main options, two of which seem to have financial barriers. Something has to be up and running in 3 years time or the SBC
              will face Landfill Tax Bills of approximately £2 million per annum.
       5.3. Post watch Scotland; Post office closures.
       5.4. Crystal Rig Phase Two; Letter received from Claire Edwards, Crystal Rig Wind Farm, saying 9 more windmills were being applied for in phase two, on
              the East Lothian side of the wind farm.

6. PLANNING MATTERS.
        6.1. The Cove Development; Tom submitted a copy of the notes from the Public Meeting. Alistair McLean is prepared to come along to a meeting to explain
               the planning criteria, and to gauge the feeling of objection in the community. John Lamont MSP has a meeting in the Cove with Alistair McLean next
              week, he will see if Alistair  is prepared to see a group of people.
        6.2. Rosemount Cottage; Some concern over whether it is an extension or separate house with joint access. Other than that; No objections.
        6.3. Houndwood Cemetery, four flats in the old Houndwood Church; put over till next meeting due to a legal technicality .

7. ANY OTHER BUSINESS.
       7.1. Conservation Area: Map received from Jim Fullerton, for notice board.
       7.2. Cockburnspath Primary School; Won an award for the Woodland Walk, the Community Council send their congratulations to all involved.
       7.3. Viridor; Jane Hood has received from “RPS”, a company in Edinburgh, a booklet  about the burning of the methane produced to generate electricity and
              the associated generating plant required to do this.
       7.4. Walks; Dog walk and Woodland walk both require strimmed, both in hand.
       7.5. “Older Persons Champion” on the community Council was suggested by David Raw, as part of his portfolio on the SBC.
        7.6. Affordable Housing;  a working party has been set up by SBC, David or Jim would be interested in any views we would have.
        7.7. Free School Meals for primary 1, 2 & 3; a pilot scheme is to be started.
        7.8. John Lamont MSP; thanked the council for the invite to sit in; he also reiterated that he is here to help where he is able, anything large or small. Also he
               stated that the new administration in Holyrood were not considering the reversal of the hospital closures in the Borders, as they did in the Central Belt.
