MINUTES FOR MEETING OF 8th AUGUST 2007 .

VENUE: Cockburnspath Primary School.

1. PRESENT: John Hay, Clifford Bertram, Jean Virtue Tom Dean, Matt Deeming Fiona Deeming, , Councillor Jim Fullarton  (Berwickshire East SBC),
                      3 members of the community
1.1. Apologies: Marnie McGregor, Angela Brading, Peter Hood,  Kate Tulloch, Councillors David Raw and Michael Cook, Lothian and Borders Police .

2. ADOPTION OF MINUTES OF 11th JULY 2007
2.1. Minutes discussed and accepted.

3. MATTERS ARISING.
3.1. Meadows Flooding; drained, contractors unable to complete, permission required to cross the main road.
3.2. Crystal Rig Community fund; paperwork away to Donald Spiers.
3.3. Cove Road hedge and various verges; Hedge not cut, verges have been trimmed.
3.4. Trees at 19 Callander Place; awaiting reply from housing association. Also a pile of rubbish to be moved between 19 and 20 Callander Place .
3.5. Dog walk up along The Dean; requires cut, John has contacted Ewan Crawford and await a reply.
3.6.  Outstanding consultations:
        3.6.1.  Supplementary Planning Guidance on Replacement Windows  - comments by 13th Aug. No Comments.
        3.6.2. Draft Community Safety Strategy – comments by 31st Aug. comments for submission.
        3.6.3. Community Council Scheme Review –  comments by 1st Oct. Put aside till next full meeting.
        3.6.4. SEPA - Public Consultation on the Proposed Alteration to the Lothian and Borders Area Waste Plan – comments by 22nd Aug. 140 pages long, good
                   bedtime reading? Far too complex to get into.
3.7. Free School meals pilot scheme for primary 1,2 and 3 starting about Oct for about 6 months.
 
4. CORRESPONDENCE.
4.1. SBC –  Planning and Building Standards Focus Groups. Meeting 22nd August at St Boswells. No volunteers.
4.2. South of Scotland Broadband Contract; information.
4.3. Scottish Executive: Ministerial visit. 20th August, Tweed Horizons Newtown St Boswells. No Volunteers.
4.4. ASCC National CC Survey, comments by 1st October. As we aren’t members, no comments.
4.5. Planning Aid email – Edinburgh Fringe workshop.
4.6. Lothian & Borders Police – Policing in Berwickshire; information sheet.
4.7. BCCF– Environmental Group Accounts 2006 – 2007.
4.8. Scottish Consumer Council – Digital TV diary project; monitors required.
4.9. Michael Moore MP – Digital Forum and TV Petition. He suggests we contact an aerial consultant to come to a council meeting, with a view to the digital
       switchover.
4.10. John Lamont MSP – letter of Introduction to Community Councils. Business cards handed out. He will be doing a round of surgeries. At Cockburnspath 10
        AM on 14th August in the village hall.
4.11. C A f e – July newsletter.
4.12. Countryside Alliance – Best Rural Retailer Nomination. Claire in the Village shop nominated.
4.13. NHS - Borders – The Future of Adult Mental Health Day Services in the Borders – Consultation – 5th Oct. Passed on to Kate to peruse.
4.14. SBC – Social Work Services annual report 2005 - 2006.
4.15. SBC – Planning & Economic Development – Core Path planning informal consultation, comments by 28th September.

5. PLANNING MATTERS.
5.1. Sparrow Castle – replacement windows no objections.
5.2. Rosemount Cottage – Approved subject to conditions.
5.3. Coastguard Lookout; balcony seems to have got bigger than the planning consent allowed. Jim to investigate.
 
6. ANY OTHER BUSINESS.
6.1. Cockburnspath & Cove Website; Domain name now purchased for £25 per annum, and site being hosted for £52 per annum which is less than previous.
6.2. Bottle bank at Bowling Club, overflowing with 8 or so bags lying.
6.3. Bankhead Cemetery has been cut but the trimmings have been left in lumps, there are also weeds and cuttings all over the path.
6.4. As above with Callander Place.
6.5. Street Light outside the Post Office. Not been straightened, but it still works, Jim to mention it.
6.6. Footpath, toilets to Football pitch could do with a trim.
6.7. Football Pitch Goal posts are starting to rot, could do with being replaced, Jim to bring up.
