MINUTES FOR MEETING OF 12th September 2007.

VENUE: Cockburnspath Primary School.

1. PRESENT: John Hay, Clifford Bertram, Marnie McGregor, Jean Virtue, Peter Hood, Kate Tulloch, Fiona Deeming, John Lamont, (MSP for Roxburgh and Berwickshire), Councillor David Raw  (Berwickshire East SBC), Pc Aitchison (Lothian and Borders Police). 2 members of the community

2. ADOPTION OF MINUTES OF 8th August 2007
2.1. Minutes discussed and accepted.

3. POLICE MATTERS.
3.1. Three incidents this period:
3.1.1. Accidents on the back roads and A1
3.1.2. Theft of two garden benches from the Cove
3.1.3. Abandoned motorcycle on the A1
 
4. MATTERS ARISING.
4.1. Community Council Scheme Review – further discussion on the proposals, especially as to how to treat a breach of the new Code of Conduct, which remains unresolved.
4.2. NHS Borders – Adult Mental Health Consultation – Kate will submit comments
4.3. SBC - email Jim Fullarton regarding outstanding  village house keeping items
4.4. ASCC – It was suggested that we should renew our membership. Vote taken, result -Yes

5. CORRESPONDENCE.
       5.1. Scottish Gov`t – Consultation on Edinburgh City Region. Letter received from Borders Party indicating
                Numerous pitfalls in the proposals. Will be considered for inclusion with our own comments, which are due by
                2nd November
       5.2. SBC – Core Planning – Consultation. Question raised regarding route to Siccar Point with regard for more
                Prominent tourist signs, as it does not appear to qualify as a core path.
        5.3. SBC - Polling Districts and Polling Places – The Village Hall complies with all the current requirements as laid
               down in this document.
         5.4. SBC – Social Work Services – Annual Report 2005 – 06
         5.5. SBC – Meetings Agendas – Members having email receive these, others who do not will only get copies if
                 items are applicable to local issues.
         5.6. National theatre of Scotland performances – Fliers received which will be posted nearer to the date of
                 performance.
         5.7.  SBCCN –Annual Seminar- No volunteers to attend
         5.8.  NHS Borders – Drug & Alcohol Action Team – obtain information and possibility of visit.
        5.9.  BCCF – Meeting at Foulden Village Hall – just Tom Dean will attend the meeting on 19th Sept.
        5.10. BHA – AGM – No volunteers to attend this meeting, notification had to be in by 7th Sept.
        5.11. British Energy – Nuclear Power Consultation – Meeting at Torness, Tom Dean to attend
        5.12. British Energy – Corporate Social Responsibility Report 2008/7
        5.13. Talking Energy – Nuclear Power Consultation – Meeting Glasgow, similar to that at Torness. No volunteers
                    to attend on the 28th Sept.
        5.14. SUP – Newsletter August
        5.15. Energy Saving Trust – August Bulletin
        5.16. CafE – Training Courses
        5.17. RAF – Flying Exercises – notices to be posted for event between 17th and 28th September
 
6. PLANNING MATTERS.

6.1. Cove Development – Official letter notifying council that the proposed development was rejected.
      6.2. Land South of Burnside – Comments had to be in by 7th Sept, none received.
6.3. Land NW of Hoprig Farm Cottages – No comments against this application.
 
7. ANY OTHER BUSINESS.

7.1 Thistledown & Creel Cottage Right of Way/Land and Service road – Request by Dorothy Swanston for
       a verification by the Community Council of this historic right of way.
7.2. Councillor David Raw attended a First World War Memorial Service in Belgium at which a wreath was laid on
Behalf on the men from Cockburnspath who had lost their lives.
7.3. Viridor – Proposed Incinerator Plant – A protest group has been set up by Innerwick who have asked for support from Cockburnspath. The Pros and Cons were discussed and a vote taken, the supporters won.
7.4. Transition Town Dunbar – email received from a group in Dunbar looking for our support. It was decided to
                notify them of our interest and requested they keep us informed
7.5. Areas of lying water and overgrown hedges identified, Peter Hood would look into these and rectify where
possible.
7.6. Overhanging tree growth on the Hoprig Road causing a safety hazard due to reduced road width. John will
contact SBC to rectify the problem.
7.7. Old Coastguard Lookout – Balcony railings still a problem. Councillor Fullarton to be emailed.
7.8. Cove Parking Area – Waste Skip parked in hazardous area, Councillor Raw will investigate.
7.9. John Hay announced his intention to retire as Chairman and from the Council as from the next meeting, which will also be the AGM.
