    Minutes for meeting  - Wednesday 10th October 2007 in the School

Venue:     Cockburnspath Primary School

1.   Present: John Hay, Clifford Bertram, Tom Dean, Marnie McGregor, Jean Virtue, Peter Hood, Angela Brading,
                          Councillor David Raw and David Arnott, 1 member of the community
1.1  Apologies: Kate Tulloch, Matt Deeming .

2.   Adoption of minutes from 12th September 2007:
           2.1. Minutes discussed and accepted.

3.   Police Matters:
       3.1. No police attended this week.

4.  Matters Arising:
 4.1. SBC – Review of Polling Districts and Polling Places – comments by ................................... 26th Oct
                          The Village Hall complies with all the current requirements as laid down in this document.
 4.2. SBC – Consultation re: Edinburgh City Region ........................................................................2nd Nov
                          Councilor Raw indicated that some of the content contained in the letter received from the
                            Borders Party may be mis-leading, therefore after further discussion it was decided to agree with the
                            Consultation proposals.
       4.3. SBC – email reply on outstanding queries from August meeting
                          Paul Matthewson reported a resolution to some of the queries and the remainder were in
                          hand.
       4.4. NHS Borders – Drug & Alcohol Action Team – Information Sessions.
                           Susan Black-Development Officer will attend the 14th November meeting and provide
                           Publicity material beforehand. Jean Virtue will check the booking situation with regard to
                           using the Village Hall. Notification also required in the Berwickshire News.

       5.1.  SBC – Local Plan Enquiry
                          The results of this enquiry now on SBC website per Councillor Raw
5.2. SBC – Community Benefits Toolkit for Windfarms
                    Advice now available from SBC and New Ways Partnership, see below
5.3. SBC – Changes to Community Council Consultation Procedure
                    Applicable mainly to Planning Applications, please use website were possible.
                    Hard copy is still available, but do not return. Increased efficiency effort.
       5.4.  New Ways Partnership – Community Benefits Toolkit for WindFarms
5.5. NHS – Public Engagement Paper – Draft Food, Nutrition & Health Strategy ........................28th Dec
                    Comments not required urgently, will come back to this later.
5.6. Antisocial Behavior Unit Seminar........notify attendance by................................................... 30th Oct
                     Councillor Raw recommended this seminar; Marnie and Kate opted provisionally to attend.

5.8. Lothian and Borders Police – Berwickshire Newsletter
5.9. Berwickshire Housing Association – Annual Report.
                     No comments on the report but the Chairman mentioned that he is to attend a BHA
                     Meeting tomorrow at which he will raise a number of questions.
5.10. Southern Upland Partnership – e newsletter
5.11. Eyemouth 125 Memorial Sculptures – unveiling and dedication..............................................14th Oct
                     There were no members able to attend this ceremony. A discussion took place about
                     making a donation towards the Appeal and £250 was agreed. Also there were others sources
                     of funding discussed such as the Community Fund and the Marshall Brown Trust, but in
                     these cases the Memorial Association would have to make separate applications.

6. Planning Matters:
6.1. Erection of 2 houses – North East of 6 Hoprig Square ................comments by .......................8th Oct.
                    A meeting was called for 26th Sept.at Marnies to discuss the implications of these proposals.
                    It was agreed that there was no objection to the development but some consideration should
                    be given to the provision of passing places on the Hoprig Road. Additional housing in this
                    area is causing an increasing safety problem because of the traffic now using this narrow
                    road.

7.    Any other business
7.1 Community Fund – Application from Toddler Group
                   This in fact was a request for funding to assist in providing a bonfire in the village. It was
                   decided that £200 would be provided.
7.2 Cove development planning rejection – Information received that Caledonian Developments would
                    be making in an appeal against this decision.
7.3 Road to Cove from Pease Bay road – Complaint voiced regarding the current bad condition of this
                     road which is being caused by traffic from Scottish Water attending the Treatment Plant.
                    Councillor Raw would make enquiries into this situation.
7.4 Wreath laying Ceremony at War Memorial – Matt normally does it, but he will not be up to it this
                     year. Councilor Raw was invited to do it and was pleased to accept.
7.5 Caledonian Developments, Dunglass Park – Letter to Matt from Ian Gaul regarding;
              7.5.1. Flooding on the Meadows – Contractors are back to complete the repair on the drain.
              7.5.2. Final consent to start is near, so site entry will soon be possible to begin the first stage of
                        the development.
7.6. The Chairman enquired how many members had a copy of the constitution, 5 members requested a
copy.
7.7. Councillor Raw made the following points;
7.7.1. Affordable Housing – He is chairing a task force of 5 elected members to carry out a UK
            wide survey of how this major problem is being tackled. Community Councils will be
            invited to submit an assessment of the requirement in their areas.
7.7.2 Dentistry – The Coldstream Centre is due to open some time next year, which should increase the availability of the mobile dental facilities.
7.7.3. Berwickshire Housing Association – A contact has been established with the CEO and any
            related queries in this area should channelled through Councillor Raw.
7.7.4. SBC Budget – Council spending will be coming under increasing pressure in the future and efficiency and savings will be required from all departments.
7.7.5. Gravel Quarry – Sand arisings – He was aware of the long standing complaints about wind
            blown sand in the area and would approach the owners about this once again.
7.7.6. Hoprig Road/Oldhamstocks Road  `T` Junction – Builders parked cars are a hazard, Marnie will check on site with the owners .
7.7.7. Bankhead Cemetery – Entrance gate requires attention, difficult to open/close.
