COCKBURNSPATH COMMUNITY COUNCIL

MINUTES FOR MEETING OF 10th March 2004.

VENUE: Cockburnspath Primary School.
1. PRESENT:
1.1. Mr John Hay (Chairman), Mr Clifford Bertram (Vice Chairman), Mr David Munro (Secretary), Mrs Fiona Deeming (Minutes Secretary), Mrs Jane Hood, Mrs Marnie McGregor, Mrs Jean Virtue, Mr Paul Wheelhouse, Mr Matt Deeming, Councillor John Elliot (Duns and District North SBC). Mr David Thorburn.

2. APOLOGIES:
2.1. Mrs Jane Hood and Mrs Angela Brading.
2.2. Councillor John Elliot gave advance apologies for the next meeting.

3. POLICE COMMUNITY REPORT / UPDATE, SGT John Mills & PC Ronnie Richardson:
3.1. Caravan theft is occurring generally but particularly in the Borders It is urged that security is kept to a maximum. There are some places that have a "caravan watch", similar to neighbourhood watch.
3.2. There have been a few incidences of vandalism in the area. Also a "slip in" theft at Callander Place (finger print lifted).
3.3. There is a community safety car; members of the community can get advice on caravan or home security, also tips on making it difficult for people to steal.
3.4.There are still bogus workmen about. If not sure don't let anyone in. 4. ADOPTION OF MINUTES FOR 11th FEBRUARY 2004. 4.1. Minutes discussed and adopted.

5. MATTERS ARISING:
5.1. Street signs: Lisa Hodge had phoned and asked for a site visit to discuss some points about the new signage, also the location of the shelter for the young people. It was suggested that a sign be erected for the cafe in the new village hall. Lisa will keep in touch with john.
5.2. Vodafone: No word from Vodafone CC unhappy with the situation.
5.3. Coastguard Cottages: The planning application for the coastguard station has been turned down, it is expected an amended application is to be submitted. Mrs Rennick has written a letter of thanks to the CC for the help.
5.4. 30 MPH signs: John phoned Darren Sillcock, next month!

6. COMMUNICATIONS:
6.1.A letter has been received from Collin Page informing us of the Jim Clarke Memorial Rally 2"d to 4t" July, more details to follow.
6.2. Southern Upland partnership: membership fee of £20 has been waived this year. John thought it would be a good idea to let them know about the Cafe in the new hall.
6.3. Eyemouth swimming pool are considering the addition of a diving pool, there is to be a feasibility study to see what interest there is in the idea. The CC received a questionnaire to see if we support the idea: yes.
6.4.A letter has been received from BRC in appreciation of our letter of
thanks for the streetlight call out over Christmas.
6.5. Marine Conservation Society: leaflet received about basking shark
survey.
6.6. Scottish Rural Partnership: Consultation paper received.

7. ANY OTHER BUSINESS:
7.1. Cockburnspath Garage: Following recent complaints of cars blocking the access past Cockburnspath garage, David Thorburn, answered the complaints: The area adjacent to the garage that is assumed to be footpath was the location of the fuel pumps when the garage was also a filling station. David therefore believes that that land from the side of the garage right up to the road itself belongs to the garage and is not public footpath. He is prepared to double check with the title deeds for the garage and get back to the CC.
7.2.Access road to Cove: Lack of street lighting is a problem; however there is no funding available. It is suggested Lisa Hodge be contacted about this reference
funding from other places
7.3. Planning application: Application to build at Old Cambus by Robin Drysdale; no objections.
7.4. Village Hall: The CC would like to thank the new village hall committee for their hard work, with a special mention for Miles Swanson.
7.5. Speed within the village is still a concern; could Darren Sillcock be approached as to a 20 mph speed limit in the village. It was also suggested to ask for an extension of the 30 mph limit past Toll View, John said we could see if the developers at Toll View could fund it.
7.6. Pease Bridge: Due to refurbishment will be closed; Heavy Goods Vehicles will have to detour via Coldingham. Light vehicles will detour via Pease Bay; there being some concern over this as to the suitability of the road for two way traffic.
7.7. Broad Band: Paul reported that the threshold for broad band internet services has been reached.
7.8. Daffodils: it was noticed that the daffodils on the roundabout were looking very nice.
7.9. Community website: The BCCF are funding a community website and are conducting training for up to 2 members per community; volunteers, (Matt)?
7.10. Rural housing strategy: John (E) mentioned that the report would be delayed and is not expected to be published till mid May.
