MINUTES FOR MEETING OF 14th APRIL 2004.

VENUE: Cockburnspath Primary School.

1. PRESENT:
1.1. Mr John Hay (Chairman), Mr Clifford Bertram (Vice Chairman), Mr David Munro (Secretary), Mrs Angela Brading (Treasurer), Mrs Fiona Deeming (Minutes Secretary), Mrs Jane Hood, Mrs Marnie McGregor, Mrs Jean Virtue, Mr Paul Wheelhouse, Mr Matt Deeming, Mr Donald Speirs (Natural Power consultants), Mr Tom Dykes.
1.2. APOLOGIES: Councillor John Elliot (Duns and District North SBC).

2. PRESENTATION: Mr Donald Speirs gave a presentation about the proposed 2"`' phase of the Crystal Rig wind farm, as he is project manager for the 2"d phase. It is proposed that a further 56 wind turbines be built in the area of the present build. As section 36 of the planning act will apply this will have to be put the Scottish Executive, via the SBC. The company decided to bring forward the announcement of the proposal in order to keep the local communities aware of all stages in the process. 2.1. Open day: The first phase wind farm open day is to be Sunday 13th
June; we will be kept informed of the arrangements

3. POLICE COMMUNITY REPORT, PC Ronnie Richardson:
3.1. Crime figures: The area has been quiet since the last meeting.

4. ADOPTION OF MINUTES FOR 10th MARCH 2004.
4.1. Minutes discussed and adopted.

5. MATTERS ARISING:
5.1. Street signs: John has had no further word from Lisa Hodge 5.2.Vodafone: Still no word from Vodafone.
5.3. Coastguard Cottages: A second application is believed to have been submitted, with a smaller balcony.
5.4. Lorry traffic through village: John has received a letter concerned that heavy lorries are again using the village square as access to "Purely Scottish", even after a letter had been written to the hauliers by the company. It is therefore suggested that a note, if possible, of registration numbers and names of hauliers be made. A notice will be placed on the notice board to this effect.

6. COMMUNICATIONS:
6.1. Keep Berwickshire Tidy: Judging 191' to 25th April with announcement of winners 26`" April. Everyone is urged to "do their bit" for the village.
6.2.Outdoot access code: leaflets have been received from SNP and will be distributed.
6.3. Proposed new By-law: consumption of alcohol in public places; does not appear to effect Cockburnspath.
6.4. Insurance Cover: It would appear that the insurance cover has been lowered this year; to be investigated.
5.5. Feasibility study: there will be a study into the possibility of a "Model for local community planning".
6.6. Corporate Plan SBC: copy received.

7. ANY OTHER BUSINESS
7.1. Planning Application: Seaview Cockburnspath; there is some confusion about this application,  John will contact applicant.
7.2. Traffic Mirror: would it be possible to put a mirror at the bottom of Croftsacre, this has been suggested before and and turned down on further safety grounds.
7.3. DTA Scotland Calor competition: deatails passed on to Jean for perusal of the village hall committee.
7.4. Litter: a note was made of the amount of litter in the car park of Bankhead Cemetery.
7.5. Pot hole: the pot hole at the Church hall corner is getting worse. It was patched but it seems to have eroded again.
7.6. Cove car park: In top area of the Cove car park there is hole, which appears to have been abandoned by Scottish Power, or their contractors, since the new
       power lines were installed.
7.7. Pease Diversion: It would appear that the SBC recognised diversion is NOT over the ford at Pease Bay  but via Coldingham and Eyemouth.
7.8. Failure in Communication: Tom Dykes expressed his worry over the possibilty of such, due to the CC putting no objections forward to the planning application
      at Old Cambus (Item 7.3 March 2004 minutes) when fact there were 2 neighbours objecting. It  was put to him that the community council meetings are open
      to everyone,  without invitation, when any relevant  problems can be openly discussed, this includes opposition to planning applications. If the CC is not made
      aware of any problems how can they be discussed? It was suggested that a precis of the CC minutes be passed to the Berwickshire News. It was thought that
      no advantage could be gained by this, as any communication to the Berwickshire News regarding time related information would be too late to be of any use to
     the community.
