MINUTES FOR MEETING OF 10th NOVEMBER 2004.
VENUE: Cockburnspath Primary School.
1. PRESENT:
1.1. John Hay (Chairman), Clifford Bertram (Vice Chairman), Angela
Brading (Treasurer), Jane Hood, Jean Virtue, Paul Wheelhouse, Matt Deeming,
Fiona Deeming (Minutes Secretary). Councillor John Elliot (Duns and District
North SBC), Pc's Ronnie Richardson and Colin Glass (L & B Police),
plus 2 members of the community, ( Mrs Ann Thorburn and Mrs Brenda Runciman).
1.2.APOLOGIES: David Munro (Secretary), Marnie McGregor.
2. POLICE REPORT:
2.1. Very little to report apart from the theft of electric fencing
in the Cockburnspath area, two instances of vandalism in Grantshouse and
damage caused to a speed camera on the Al, thought to be air rifle pellet(s).
2.2. The theft of "plant" items seems to be on the upturn in the region,
as a whole. Businesses and farms are advised to keep an eye out as to the
security of plant items.
2.3. The problems over the footpath past the garage had been brought
to the Police's attention of late, Pc Ronnie Richardson said a visit had
be made to the garage. The Community Council said that they were in consultation
with the developers of Dunglass Park and were hopeful that a new footpath
would be built between Toll View and the toilets, thus alleviating the
need for members of the community to have to walk down the old Al to get
to the village and the School.
3. ADOPTION OF MINUTES FOR ORDINARY METING OF 13th OCTOBER 2004.
3.1. Minutes discussed and accepted.
4. MATTERS ARISING.
4.1. Village phone Box; letter received from BT apparently giving the
box a reprieve, pending a thorough consultation.
4.2. Community fund; The application for help towards the cost of blazers
by the Fairbairn School of Dance was discussed and an application of £100
was agreed to.
5. LETTERS:
5.1. Gala Committee; Letter of thanks received for donation toward
fireworks.
5.2. Environment Challenge; letter from Rural Resource Centre, with
"bumf" Paul and Matt to peruse.
5.3. Improving Health in the Borders; consultation questionnaire received.
6. ANY OTHER BUSINESS:
6.1. Local Government Boundary's Commission; John Elliott gave a brief
overview of the current activities to change the SBC councillors areas,
the current thought is to create 3 or 4 councillor wards, possibly based
on the secondary school catchments.
6.2. Christmas Tree; John Hay has been in discussion with the new owners
of the old school house they have no objections, John will make arrangements.
6.3. Footpath; Matt is to have a site meeting with the civil engineer
todiscuss the proposed footpath from Toll View to the toilets, things are
looking hopeful!
6.4. Leylandii; The old building plot at Cove is being over shadowed
by Leylandii is there any thing that can be done?
6.5. Overgrown garden; Mrs Runciman was concerned that a neighbour's
garden was overgrown, could the Community Council see if there was anything
that could be done. John Hay said he would see what he could do.
6.6. Playing Field; The entrance track requested by the gala committee
is being looked into by SBC.
6.7. Notice board; the Toll View board has been fixed, awaiting account.
6.8. Strimming; footpath strimming money is on the way.
