MINUTES FOR MEETING OF 9TH FERUARY 2005.
VENUE: Cockburnspath Primary School.
1. PRESENT:
1.1. John Hay (Chairman), Clifford Bertram (Vice Chairman), Angela
Brading (Treasurer), Jane Hood, Jean Virtue, Marnie McGregor, Paul Wheelhouse,
Matt Deeming (late), Fiona Deeming (Minutes Secretary). Councillor John
Elliot (Duns and District North SBC). PC Forsyth, (Lothian and Borders
Police).
1.2.APOLOGIES: David Munro (Secretary).
2. POLICE MATTERS:
PC Forsyth was told of the circulated letter referring to dog fouling.
He was also asked about the rules governing air rifles; If the user is
not over 17 years old then they must be accompanied by someone who is.
And whilst being carried the weapon must be cased.
3. ADOPTION OF MINUTES OF 12th JANUARY 2005.
3.1. Minutes discussed and accepted.
4. LETTERS:
from Southern Upland partnership, SBC "Elder Voice", NHS Advisory Group
meeting, and Berwickshire Community Forum,
were discussed.
4.1. Small Schools questionnaire: was aired but a full discussion will
take place at the next meeting.
MATTERS ARISING.
5.1. Proposed Garage: The Community Council had a heated discussion
with John Elliot over the refusal of planning permission for the Garage.
The only options open to Alan Thorburn are to appeal to the Scottish Office
or change the location of the proposed garage. John Elliot suggested a
site meeting with the SBC Planning officer.
6. PLANNING APPLICATIONS.
6.1. COVE: Mr and Mrs James Mitchell, application to build on site
to the east of Cove, worries were expressed over the access to the site
and the cliffs capacity for heavy traffic.
7. ANY OTHER BUSINESS:
8. COMMUNITY WINDFARM FUND:
Application to the fund from the Primary School to for funding to allow
them to upgrade their "ECO School" project to the next level, it would
involve enhancement of the school playground and surrounds. A full costing
was was submitted and the council agreed on a£200 grant.
9. VILLAGE HALL LIGHT:
Clifford has been approached by a number of youngsters wanting a light
at the end of the village hall over looking the play area. Various enquiries
have been made and there seem to be no objections from the hall committee,
they are prepared to pay for the electricity. The community council will
pay for the purchase and installation, however in the event of non accidental
damage the community council do not feel they can be held responsible for
any replacement / repair.
