MINUTES FOR MEETING OF 13th APRIL 2005.
VENUE: Cockburnspath Primary School.
1. PRESENT: John Hay (Chairman), Clifford Bertram (Vice Chairman),
Angela Brading (Treasurer), Jane Hood, Jean Virtue, Marnie McGregor, Paul
Wheelhouse, Matt Deeming, Fiona Deeming (Minutes Secretary). Councillor
John Elliot (Duns and District North SBC). PC's Hulford and Richardson,
(Lothian and Borders Police). Kath Henderson and one resident of The Causeway.
1.1.Apologies: David Munro (Secretary).
2. POLICE MATTERS:
2.1. There seems to a spate of vandalism occurring usually at a weekend.
Investigation is ongoing.
2.2.Air rifle incidents: Two males have been detained and charged.
2.3. Speeding within the village was raised again, a letter should
be sent to the traffic inspector at Hawick, and if a log of worst times
and registration numbers could be kept it would help!
3. ADOPTION OF MINUTES OF 9th MARCH 2005.
3.1. Minutes discussed and accepted.
4. MATTERS ARISING.
4.1. Strimmer: Still no word whether it is to be replaced, a suggestion
was to hire them. That has apparently been shelved. Ken Layhe to be contacted.
4.2. Grass cutting: the tractor has visited Croftsacre twice so far
but the banking (which requires a strimmer) has yet to be cut.
4.3. Keep Berwickshire Tidy: 18t" to 24th April, around the area of
the toilets and the old Al past Toll View needs a tidy.
4.4. Drone Hill: A wind monitor is to be sited towards Dow Law suggesting
an expansion of the proposed wind farm at Drone Hill. Coldingham has had
a meeting with the wind farm developers. Cockburnspath has yet to be approached,
David to write. Matt suggested that seeing the depth of feeling against
the wind farm, would there be any point of a meeting.
4.5. Dog waste Bin: has been moved, and John received thanks from the
people who requested this.
4.6. Fence: at 19 to 21 Callander Place has still not been removed
and there are reports that the enclosed area has had council grass cutters
at it. The Housing Association will be contacted.
5. LETTERS.
5.1.Trafalgar weekend: 21St to 23rd Oct pamphlets being circulated.
5.2. Borders Forum of Community Councils and Voluntary Service: notification
of website.
5.3. SBC Review of replacement window policy: questionnaire.
5.4. Scottish Borders Private Landlords: newsletter.
5.5. Lothian and Borders outdoor diary: received.
5.6. Berwickshire Safety Panel: Meeting 19t" May David will be attending.
It was suggested that that two things should be brought up; the Pease road
where it
narrows, and a request for a 20
MPH limit for the Cove – road, as the blind corner is a potential hazard.
5.7. Low Flying Exercise: posters received.
6. PLANNING MATTERS:
6.1. Bowsheil: application received to share an existing phone mast
(Vodafone/Orange). No objections.
6.2. The Cove: Mr and Mrs McCabe, application for extension, no objections.
6.3. Hoprig: It would appear that garages are being erected at Hoprig
without planning permission. The planning department is involved. There
is also a worry over the safety of scaffolding at the site. The Health
and Safety Executive should be contacted.
7. ANY OTHER BUSINESS:
7.1. Emergency Exercise: to be held at Killie Draught on 24t" May.
It is stressed this is not open to members of
the public.
7.2. Street light at The Mount: the defective lamp at the corner of
the block has been repaired.
7.3. Hanging baskets in the borders: Eight thousand pounds! Could this
not be spent more sensibly?
7.4. Viridor: Jane once more attended, the main points were recycling
and the junction out on the Al from Dunbar / Blue Circle / Viridor. There
is also a resident
Eagle Owl that is used to keep
the sea birds / crows at bay.
7.5. Recycling: John Elliot reported that recycling in the Borders
would commence 9th May and would "roll out"
gradually thereafter.
7.6. Hay Terrace: there is a hole in the road for services which is
causing a bottle neck, as there is a residence opposite which sometimes
has a car parked outside.
7.7. Recreation field: John has yet to receive a reply to his email.
7.8. The Causeway: Kath Henderson Jinone made representation to the
council on behalf of residents of The causeway. There have been 11 incidents
of vehicles striking buildings in the last 2 years. In the last year Kath's
house has been hit a number of times, the worst causing the fuse board
to self destruct, requiring replacement and total rewiring of the house.
She has been advised by her insurance company that her house is virtually
uninsurable. The residents are prepared to fund no entry signs and a bollard
at the pinch point in the Causeway. In no way do they wish to alienate
the community as a whole but feel the present situation cannot continue.
Agreements have been reached with SBC over road signs.
7.9. The Community Council send their condolences to the Fairley family
for their recent bereavement
