                          Minutes for meeting  - Wednesday 14 January 2009 at 7pm in the School
 

Venue: Cockburnspath Primary School

Present:
John Hay (Chairman), Clifford Bertram (Vice Chairman), Tom Dean (Secretary),Marnie McGregor, Jean Virtue, David Arnott, Matt and Fiona Deeming, Angela Brading, Councillor David Raw and Inspector Donald Wright CNC Torness

Previous minutes:
Minutes discussed and accepted.

Police:
Donald Wright attended on a routine visit and asked if any queries had arisen since the last one.
David Arnott mentioned an incident involving photography, which he reported some time ago and wanted to congratulate the CNC on the efficiency of their investigation including the reporting back of the results.
As British Energy is now part of EDF(French Owned) it was asked if that would affect the CNC operation, the answer was NO.
Members thanked Inspector Wright for attending the meeting.

SBC – Planning Issues – Latest on the enforcement issues
It was reported that at the New property on the Station land( now occupied) the main road entrance to the garage is being used, creating the potential for a serious accident. Many complaints had been raised to SBC Planning about this and Cllr Raw said that it was still with the Legal Section, but would arrange for the Enforcement Officer to attend a site meeting.
SG – Regulation of Bus Services Bill  - Consultation ............................................................................................27 Feb 09
Still ongoing and one comment raised by the Chairman stating that there appears to be no mention made of the services in the Borders, Also Cllr Raw said that the costs of providing bus services to the Rural Areas had reached serious levels and were giving cause for concern.

Cllr Raw will arrange a Public Meeting for all Communities likely to be affected by the construction of the windfarm and to get  contractor and Council representatives to explain how the disruption will be minimised.

             SEPA – A further Application submitted.
Kate not here to give her update on the latest situation and the SEPA information was regarding the reduction in size of the proposed incinerator.
Torness – LLC -  consultation on Justification of new nuclear power stations
                 EDF takeover of British Energy.

Erection of Conservatory, Callender Place

Drone Hill Wind Farm-an update on the Community Benefits that may arise.
After the Coldingham meeting a small group agreed to meet in the Cockburnspath Village hall  on 7th January. 4 Community representatives attended and decided that before the Windfarm Operators were approached, advice should be sought from other specialised groups on the procedure that should be adopted.
Secretary - Website developments.
A Community member had offered to upgrade the village website, this was discussed and it was decided that for now the site would remain as it was.
David Arnott – `La Bise` – latest on access conditions.
The access road to this site has been raised in order that work can commence once planning permission has been obtained.
This preliminary work has caused problems with erosion that require correction. Advice will sought from Ben Tindall.
Bankhead Cemetery,
Problems still exist with moles, fencing and turfing, Cllr Raw will contact the relevant department to progress.
Chairman - Parish of Dunglass.
Letter received thanking the Community Council for the grant received to purchase carpet runners.
Christmas Tree.
The Council would like to thank Mr & Mrs Rea for allowing the tree to be placed on the Village Green. Angela will progress to repairs to the electrical supply to the tree and also the purchase of replacement lights.
Viridor
It was suggested that in future all Viridor related information should now be sent to the secretary and Mrs Hood be informed accordingly. The Council agreed.
Dog Abuse.
It was reported that youths had acted unkindly towards one of the village residents and her dog when out walking. The parents had been contacted and made aware of the incident but were unsympathetic. The police were informed of the incident and it had been hoped that they would be present this evening to give an update on the event.
Housing Association – outstanding work on fence and hedge cutting still to be done.
Marnie – road repairs still in need of completion.(Crofts and Hoprig)
Angela – Query raised regarding school Principle Teacher, Cllr Raw will progress.
Cllr Raw – Reviewed the current position on funding especially that applicable to the older folks which should be affected.
