Minutes for meeting - Wednesday 11 February 2009 at 7pm in the School
Venue: Cockburnspath Primary School
Present:
Clifford Bertram (Vice Chairman), Tom Dean (Secretary), Marnie McGregor, Jean Virtue, David Arnott, Kate Tulloch, Angela Brading(Treasurer), Councillors David Raw and Jim Fullarton, 2 members of Torness CNC and two members of the community.
Apologies:
John Hay(Chairman) who had been recently hospitalised, he was wished a speedy recover, Peter Hood, Matt Deeming and Councillor M.Cook.
Previous minutes:
Minutes discussed and accepted.
Police:
The CNC members were on a routine visit to answer any questions arising. One question put was, had they had any involvement with the recent A1 closure approaching Torness and the traffic re- routing that was put in place. They had not. The re-routing query was raised by the secretary on behalf of a member of the community, but as no members of the Lothian & Borders police attended it remained unresolved.

The question was raised about the Perrymans` bus coming into the square for added convenience to travellers.
Viridor – An Update
Kate gave a resume of the current situation which indicated that problems were arising against the application.
Cllr Raw – Updates
1 – Garage planning application has been accepted.
2 – Garage area flooding problem appears to be a drainage structural problem, this was handed on to Cllr Fullarton to progress.
3 – Drone Hill Windfarm Access roads to Site – A public meeting is suggested with SBC Planning, developers and affected Communities to discuss the potential problems.
4 – Station Land New House – access problem is still ongoing with Enforcement Officer and others.
5 – Hedge at rear of the church has been cut after some difficulty with safe access.
6 – Bankhead Cemetery – Rabbit fence to be progressed soon. It was reported back by members that the hut and tree had still to be moved and problems had arisen with some graves sinking.
7 – BHA problems raised by John Hay had been reported and should now be in hand.
8 – Youth Issues - A public meeting will be arranged to organise a committee to run things as money is now in place.
A question was put to Cllr Raw/Fullarton regarding the positions of Principal Teachers/Heads at Cockburnspath School as mentioned in the Berwickshire News. They would look into it and obtain clarification.

Planning Matters:
1-Public House Application – Withdrawn
2 -Application for Extraction of sand and gravel and formation of access – Land West of Fulfordlees Farm
This application only arrived today so time has not been sufficient yet for its consideration. A general discussion followed on the implications on the local community to the development. It was agreed that further time was necessary to consider the application and at the next meeting in March are observations would be made.

D.Arnott – Access road by `La Bis` is being worked on and flooding in the area is still to be resolved.
Drone Hill Wind Farm - an update.
Working group set up to look into the availability of Community Benefits.
Aikengall Wind Farm – an update
Applications for Community Funding to be made to the developers directly. This is confirmed by email from their Project Manager
Traffic Jams on A1
Email from D. Swanson sent to L&B police but we have had no feedback to date and also no police attendance. The secretary will look into the reason for this.
