Minutes for meeting - Wednesday 6 April 2009 at 7pm in the School
Venue: Cockburnspath Primary School
Present:
John Hay (Chairman), Clifford Bertram (Vice Chairman),Tom Dean (Secretary),
Marnie McGregor, Jean Virtue, Kate Tulloch, Peter Hood, David Arnott and
Councillor David Raw .PC Alastair Bell and associate.
Apologies: Angela Brading (Treasurer), Matt Deeming and Councillors M.Cook and J. Fullarton
Previous minutes:
Minutes discussed and accepted.
Police:
CNC attended to check if there were any queries arising, there were
none and they left.
PC Bell gave his report including the current detection rate being
60%. Questions were raised on;
1 - Any result on the investigations into the recent break- ins
at the Post Office and nearby house; nothing so far.
2 - A1 shutdown email which was sent to the `point of contact
officer` for consideration, the officers were not aware of this.
3 - With the Gala coming up Clifford Bertram asked if the police could
be present whilst the road walk round the village took place, this would
be investigated.
4 – Kinnegar Quarry – Lorries from Cockensie Power Station carrying
ash for land reclamation are causing some problems when passing thro` the
village. Could the route they have adopted be changed to reduce these.
They will look into it.
Business arising:

Aggregate Levy – availability of this was raised and it now seems that
it is absorbed into the Scottish Governments `Climate Challenge Fund.`

SBC – National Model Community Council Scheme.
New Government
Model only recently received and is generally similar to that adopted by
SBC last year.
Parks
Department.
Email
from David Melrose to establish closer links with all Community Councils.
This prompted the response that
after
the last visit by the dept. to the village for grass cutting the clean
up on completion was unsatisfactory.
Queens
Award for Voluntary Service.
No nomination.

Cllr M. Cook -emails received
1- Scottish Borders Environment Partnership – review of current activities
2 – Updated Street Lighting Scouting Calender. - Display this on Notice
board with contact number to phone
if any problems.
Cllrs J. Fullarton & D. Raw – notification that the public toilets
are due for improvement before the end of 2009.
John Lamont MSP – a further request received for applications to be
made to the Town Centre Regeneration Fund
ASCC – Membership Renewal – agreed to renew.
Insurance – This is already provided by the SBC.
CaFE – March Update
A further update on how to improve our Carbon Footprint.
SUP - Letter
Planning Matters:
Application for Anemometry Mast. - advice will be obtained from SBC
Planning before our comments are submitted as it is highly likely that
a Windfarm Application could follow this.
Application – Rejection applied to previous application for house at
Cove Farm Cottages.
Any Other Business:
Chairman
1 – The bush overgrowth at the Old Manse will be cut back soon.
2 – Cllr Raw given details of blocked drains by Viewfield House
and grass damage near the steps up to Callander Place.
3 - Application for Windfarm money to Village Hall for
some repainting - £1975 recommended and agreed.
Cllr Raw
1 – A major changes are coming to the Planning process from the Scottish
Government which seems to dilute some powers of the Area committees and
hand it on to the planning officers. These is not yet implemented but they
should be born in mind when commenting on planning submissions such as
the anemometry mast above.
2 – Youth Project – A meeting will be held and he asked if any
council members could attend; David Arnott and Marnie volunteered
their services
Jean Virtue
Jean gave details of trees that require cutting down to Cllr Raw
Peter Hood
1 – Cliff Top Pathway – a general discussion took place on re-directing
this because of land slippage which is occurring.
Peter will look into this.
David Arnott
1 - Station Yard House – asked Cllr Raw yet again what was happening
regarding planning enforcement. He will arrange
for the Officer to attend a meeting
there.
2 – Coastguard Cottage – same question as above raised.
3 – Cove Toilets – what is the possibility of some being provided.
4 – Cove Harbour Road – repairs have now been completed.
